Universitaly pre-iscrizione (mandatory pre-enrolment portal)
Every visa-requiring international student must file a pre-enrolment application exclusively through the ministry's Universitaly portal, and the university must digitally VALIDATE it. Only a validated pre-enrolment entitles the student to apply for a study visa — an offer letter alone is not enough.

Italian language B2 minimum — set NATIONALLY, not by the university
Unusual: Italy fixes the language floor at country level. The ministerial circular requires each institution to run an Italian test at a level at least equal to B2, compulsory for all Laurea and Laurea Magistrale courses. Failing it bars the candidate from any further admission test.

Contingente — cap on validated pre-enrolments for visa-requiring students
A REAL COUNTRY-LEVEL CAP, not a university rule. Each institution sets a number of places for international visa-requiring students and may validate pre-enrolment applications only up to that number PLUS 20%. When the ceiling is hit, Universitaly's monitoring tool fires an alert and SUSPENDS further validations. A place frees up only when someone's visa is refused.

There is no centralised mandatory equivalence for admission. Institutions decide what qualification documents to require, and the final secondary qualification may EITHER carry a CIMEA statement OR a Dichiarazione di valore. Institutions are expressly invited not to demand the Dichiarazione from students who need no visa.
